The U.S. Trustee Program is looking for a dynamic, innovative executive to join its leadership team as the Deputy Director for Field Operations. This is a career Senior Executive Service position that is based in the USTP's headquarters—the Executive Office for U.S. Trustees (EOUST) located in Washington, DC. The Deputy Director for Field Operations reports to the USTP's Director and is responsible for guiding and evaluating the overall effectiveness and efficiency of the USTP's 21 regions and 90 field offices across the country and overseeing the USTP's criminal enforcement and oversight activities. 

The ideal candidate for this key leadership position will possess cross-functional and collaborative leadership experience; a strong record of utilizing data to better understand and manage operations and impact; expertise in navigating change, addressing challenging issues, and driving solutions; and extensive knowledge of Federal bankruptcy laws, regulations, and the statutory duties of the USTP.

The Deputy Director for Field Operations:

  • Coordinates with the Director and the two other Deputy Directors on the allocation of resources throughout the USTP to meet new, continuing, or changing programs, priorities, and urgent needs, and ensures appropriate communication and coordination on cross-cutting issues that impact other units within the EOUST and/or the field.
  • Provides executive level direction and guidance to the regional U.S. Trustees (USTs) in the performance and execution of their responsibilities to ensure that priorities and goals are met and that actions comply with established policies and procedures.
  • Analyzes data to inform programmatic changes to enhance the performance of the USTP's field-based operations and leads annual regional management reviews of USTs that address all areas of their responsibilities, ensuring appropriate follow-up to resolve any identified deficiencies. 
  • Oversees the EOUST's Office of Criminal Enforcement (responsible for criminal referral activities) and Office of Oversight (responsible for private trustee supervision and the approval of credit counseling agencies and debtor education providers), including establishing priorities, monitoring progress in meeting goals, and ensuring appropriate coordination with field offices.
  • Engages in the recruitment and hiring of senior level positions, including USTs, Assistant USTs, and similar positions in the EOUST. 
  • Collaborates and consults with Department of Justice officials on matters that involve oversight, management, and the effectiveness of the USTP's field offices.
  • Represents the USTP with constituent groups—including judges, private trustees, and other professional organizations—and works to maintain positive working relationships and ensure effective communications.
  • Actively promotes and supports the USTP's equal employment policies and programs designed to enhance workforce diversity goals and demonstrates a firm commitment to applying merit promotion principles in all aspects of hiring, selection, training and development, and employee retention.

As the Supervisory Attorney Adviser (Director of Human Capital and Counsel), the incumbent will be responsible for:

  • Directing the development and delivery of the full suite of human resources activities for the Division, including, but not limited to, recruitment and hiring; position classification; payroll and benefits; and diversity, equity, and inclusion;
  • Providing expert advice and counsel to the Executive Officer, the Assistant Attorney General, and other Front Office staff and supervisors on Division-wide employment law, human resources, and training matters;
  • Supervising the delivery of advice and guidance to all Division supervisors on performance, conduct, and other employment law matters;
  • Serving as a senior-level troubleshooter on sensitive employment law and human resources matters that have a significant impact on Division policies and activities;
  • Supervising the planning, development, and delivery of professional development, leadership, supervisory, and non-supervisory training programs for all Division employees; and
  • Recommending adjustments to Division directives and processes to achieve compliance with governing law, rule, regulation, or policy; improved operational efficiency; or increased customer focus and satisfaction.

Employment in Midland, Texas, up 11.4 percent from January 2022 to January 2023

In January, nonfarm payroll employment increased over the year in 135 metropolitan areas and was essentially unchanged in 254 areas. The largest over-the-year percentage gains in employment occurred in Midland, Texas (+11.4 percent), Odessa, Texas (+7.8 percent), and Napa, California (+6.9 percent). Eight other metropolitan areas had significant over-the-year percentage increases in employment of at least 6.0 percent.
