The following GAIN reports were released on March 2, 2026. _______ Kazakhstan: Grain and Feed Update Kazakhstan's wheat and barley production are both forecast to reach near record levels in marketing year (MY) 2025/26. Export levels for wheat will approach last year's record of 10.0 million metric tons (MMT), aided by the government's transportation subsidy and a continued push amongst grain traders to diversify their export markets. Meanwhile, exports of feed flour – made from wheat and barley – to China have boomed during the first quarter (Sep-Dec) of MY 2025/26 and could reach as much as 3.0 MMT by year's end. (Note: Feed flour exports are not included in the wheat and barley PSDs.)   Nigeria: Grain and Feed Annual Wheat consumption is projected to increase to 6.8 million metric tons (MMT) in MY 2026/27, with imports estimated at 7.2 MMT, driven by a stable exchange rate and improved consumer purchasing power. Corn faces a challenging outlook with production expected to decline as farmgate prices dropped by 52 percent through December 2025 compared to the prior year. Corn imports are expected to increase due to lower production and a stronger naira, making imports more attractive. Rice production is forecast to decline seven percent to 8.3 MMT as input prices remain high, imports help maintain lower domestic prices, and producers switch to less input intensive crops.   Thailand: Grain and Feed Monthly Thai rice export prices softened in early 2026 as stronger currency and intense competition from Vietnam and India, combined with slower seasonal demand, encouraged buyers to postpone purchases in anticipation of lower global prices.   For more information, or for an archive of all FAS GAIN reports, please visit gain.fas.usda.gov/. News Release: New SNAP Purchase Restrictions Take Effect April 1

HHSC reminds SNAP recipients that they can no longer buy candy or sweetened drinks with their Lone Star Cards in Texas starting April 1.

NEWS RELEASE   Texas Health and Human Services Commission Date: March 3, 2026 Contact: Emily Hummel 512-424-6951 PressOffice@hhs.texas.gov Stephanie Muth HHS Executive Commissioner     New SNAP Purchase Restrictions Take Effect April 1 AUSTIN – The Texas Health and Human Services Commission reminds Supplemental Nutrition Assistance Program (SNAP) recipients that they can no longer buy candy or sweetened drinks with their Lone Star Cards in Texas starting April 1, 2026. "Texas is leading the way in aligning SNAP benefits with healthier food options," Gov. Greg Abbott said. "By implementing these changes, we encourage better nutrition and ensure this program helps families access nutritional food. I thank the Trump Administration and the Texas Health and Human Services Commission for their work to strengthen this program and better serve Texans." The new restrictions prohibit SNAP benefits from being used to purchase candy, gum or sweetened drinks, including beverages made with water that contain 5 grams or more of added sugar or any amount of artificial sweetener. The restrictions also apply to fruit, raisins and nuts that have been candied, crystalized, glazed or coated with chocolate, yogurt or caramel. "I thank Gov. Abbott and the Texas Legislature for taking action to improve long-term health outcomes for SNAP recipients," HHS Executive Commissioner Stephanie Muth said. "These changes will lead to healthier food choices and support the development of healthy eating habits that last a lifetime." Last year, Gov. Abbott submitted a letter to the U.S. Department of Agriculture Food and Nutrition Service (FNS) requesting a waiver to prohibit SNAP benefits from being used to purchase sweetened drinks and candy. The 89th Texas Legislature outlined the SNAP purchase restrictions in Senate Bill 379, which Gov. Abbott signed into law. FNS approved the waiver in August 2025. HHSC is making Texans aware of the changes through educational material in local offices, the HHS website and social media. Retailers and other SNAP stakeholders can find resources with messages, posters and graphics in English and Spanish to help educate SNAP recipients about the upcoming limitations. SNAP is a federal program administered by HHSC that provides food assistance to approximately 3.3 million low-income Texans. Benefits allow SNAP recipients to purchase foods like fruits and vegetables, meats, cereals, milk, plants and garden seeds.
