DOJ OIG Releases Report on Subgrants to the Court Appointed Special Advocates for Children of New Hampshire, Manchester, New Hampshire

Audit of the Office of Justice Programs Victim Assistance Funds Subawarded by the New Hampshire Department of Justice to the Court Appointed Special Advocates for Children of New Hampshire, Manchester, New Hampshire Read Report Department of Justice (DOJ) Acting Inspector General William M. Blier announced today the release of a report on three Victims of Crime Act (VOCA) subgrants totaling $1.287 million awarded by the New Hampshire Department of Justice (New Hampshire) to the Court Appointed Special Advocates for Children of New Hampshire (CASA NH) in Manchester, New Hampshire. The DOJ Office of Justice Programs (OJP) provided funding to New Hampshire to make subgrants to direct victim service providers and pass-through entities throughout the state. As of August 2025, New Hampshire reimbursed the CASA NH for a cumulative amount of $1,287,698 for the subgrants we reviewed.   The DOJ Office of the Inspector General (OIG) found that the CASA NH used its victim assistance funds to expand its capacity to recruit, train, and supervise new advocates while retaining, supervising and supporting current advocates. However, we determined that CASA NH could enhance its internal controls by developing policies and procedures related to separately tracking VOCA funds, reimbursement requests, and requiring supervisory signatures on timesheets. We also found that CASA NH did not receive guidance from New Hampshire for prorating metrics associated with other sources of funding, which resulted in overreported data in fiscal years 2023 and 2024.    The DOJ OIG made four recommendations to improve CASA NH and New Hampshire's management of grant performance.
