Monsieur le vice-premier ministre et ministre des Affaires étrangères Lutundula, j'apprécie grandement que vous ayez fait le déplacement pour être ici avec nous aujourd'hui. Les États-Unis apprécient l'engagement du président Tshisekedi à renforcer la démocratie et les droits humains en république démocratique du Congo, ainsi que les mesures prises par le gouvernement pour lutter contre la corruption et protéger l'environnement. Le mois dernier, nos collègues de l'A3 ont décrit la Communauté d'Afrique de l'Est comme « l'un des exercices les plus étendus au monde en matière d'intégration des échanges commerciaux, des investissements et de la libre circulation des personnes. » Nous pensons que les membres de la Communauté d'Afrique de l'Est ont un rôle central à jouer pour assurer la prospérité et la stabilité de la région. Face aux défis accrus auxquels la RDC est confrontée en matière de sécurité, et notamment, sans toutefois s'y limiter, aux attaques du M23 au Nord-Kivu et à l'afflux de réfugiés congolais en Ouganda ces dernières semaines, nous sommes encouragés par le fait que les forces armées de la RDC ont collaboré efficacement avec les forces de la MONUSCO pour contenir les différents groupes armés qui terrorisent les populations civiles dans l'est du pays. Nous sommes préoccupés par les informations faisant état d'attaques transfrontalières de part et d'autre de la frontière entre la RDC et le Rwanda au cours des dernières semaines. Et nous demandons instamment aux gouvernements de la RDC et du Rwanda de s'engager dans un dialogue pour réduire les tensions et rechercher une résolution diplomatique. Nous exhortons également tous les acteurs à faire de la protection des civils une priorité. Le gouvernement de la RDC doit continuer à dialoguer avec les pays voisins, notamment en ce qui concerne la campagne de violence que mène actuellement le M23 contre les populations civiles. La RDC orientale a besoin d'une coordination régionale efficace. Cela exige la démobilisation, le désarmement et la réintégration au sein de la communauté des membres des groupes armés remplissant les conditions requises. Cela nécessite la protection des civils et le respect des droits humains. Cela signifie que les bénéfices des ressources extraordinaires de la RDC doivent être fournis à la population de la RDC.
