Yesterday, Ukrainian President Volodymyr Zelenskyy spoke to the UN Security Council about the atrocities in Ukraine. Since Russia invaded Ukraine in February, nearly 1,500 civilians have died and millions have been displaced. Now, Zelenskyy has accused Russian forces of torturing and killing at least 300 civilians in Bucha, a suburb northwest of Kyiv. And is calling on the council to either revoke Russia's membership or "dissolve" itself.
Explain.
Russia is a permanent member of the Security Council and has veto power. Under UN rules, the five permanent countries must agree in order to pass a resolution. If Russia differs, it's allowed to block it — including on its war on Ukraine.
I see.
There's more. During his speech, Zelenskyy echoed what many Western leaders have already condemned: that Russia has committed war crimes including purposefully killing civilians, torture, and rape. And he's calling for those responsible to be brought up in front of a tribunal — Nuremberg-style.
What's Moscow saying?
The Kremlin maintains that the Bucha allegations are "another staged performance" by the Ukrainians. And that the killings happened after they retreated last week. But Western news outlets have gotten access to satellite images showing bodies on the streets of Bucha that have been there for weeks, while it was under Russian control.

The EPA. Yesterday, the agency proposed to completely ban the manufacture and import of asbestos. There's currently only one known form of asbestos being imported into the US. It's used for things like roofing materials, gaskets, and brake pads. But asbestos is also a known carcinogen — linked to nearly 40,000 US deaths per year and different forms of cancer. Now, this could be the first time the gov is taking major action against asbestos since 1989.
…Oh and speaking of updates, the EPA is reportedly updating its definition of a "forever chemical." But it excludes some of the most widely used compounds.

Elon Musk. Yesterday, Twitter announced it invited the Tesla CEO to join its board. Earlier this week, an SEC filing disclosed that Musk bought a 9% stake in Twitter — making him the largest shareholder. Twitter co-founder Jack Dorsey said he's wanted the billionaire on the board "for a long time." And CEO Parag Agrawal said Musk "would bring great value." Deputy Secretary of Defense Dr. Kathleen H. Hicks visited locations around Mountain View, California, today, where she met with software industry leaders, researchers and academia to discuss Department of Defense priorities under the National Defense Strategy and historic investments into innovation and modernization ($130.1 billion) under the Fiscal Year 2023 budget request.
In Menlo Park, Deputy Secretary Hicks toured the Stanford University SLAC National Accelerator Laboratory – as one of 17 Department of Energy national labs, SLAC pushes the frontiers of human knowledge and drives discoveries that benefit humankind. At SLAC, she observed the Linac Coherent Light Source, the Legacy Survey of Space and Time (LSST) Camera Assembly and autonomous vehicle technology.
Visiting with researchers, observing, and discussing these types of advances in innovation will help achieve a greater understanding of the best practices to move the department toward Secretary Austin's priorities; to include implementing the National Defense Strategy, advancing modernization at speed and scale, and aligning priorities and investing strategically for the future.
Following the tour, the deputy secretary hosted a roundtable with Stanford students, faculty, and military fellows to discuss the Gordian Knot Center's unique approach to national security and innovation, and how their curriculum trains the next generation of Innovators. The Deputy also heard from them ways the Department can better partner with and leverage the U.S. innovation ecosystem to solve national security challenges.
During the roundtable, Dr. Hicks told attendees that one of her key priorities is to accelerate innovation adoption across DoD, including organizational structure, processes, culture, and people.
She said our innovation workforce is an important priority for as a part of our modernization efforts, and that the realities of today – changing geopolitical dynamics, coupled with rapid technological innovation, require different skills in our workforce and closer relationships with the US innovation ecosystem.
At Microsoft's Silicon Valley campus, Deputy Secretary Hicks met with about a dozen software companies to discuss how industry can continue supporting national security priorities, and how DoD can improve its relationship with software suppliers.
"Because of its sophistication, diversity, and capacity to innovate, the U.S. Defense Industrial Base remains the envy of the world," said Deputy Secretary Hicks. "Every day, people like you are designing, building, and producing the critical materials and technologies that ensure our armed forces have what they need."
Dr. Hicks also highlighted DoD programs designed to foster disruptive innovation efforts with defense industrial base suppliers, to include the Rapid Defense Experimentation Reserve (RDER) and Competitive Advantage Pathfinders.
On Wednesday, April 6, Deputy Secretary Hicks will meet with space-industry small businesses and faculty, students and researchers in the Los Angeles area.

صدر محترمہ، گزشتہ شب میں مولڈووا اور رومانیہ کے دورے سے واپس آئی۔ وہاں میں نے روس کی ناقابل جواز جنگ کے نتیجے میں پیدا ہونے والے مہاجرین کے بحران کا اپنی آنکھوں سے مشاہدہ کیا۔ میں نے مہاجرین سے بات کی جنہوں نے مجھے اپنے گھروں کو واپسی سے متعلق اپنی خواہشات سے آگاہ کیا۔ ہم سب بمباری سے تباہ شدہ عمارتوں کے مناظر دیکھ چکے ہیں۔ لیکن جو ہم نے نہیں دیکھا وہ یہ ہے کہ ان تباہ شدہ عمارتوں کے پیچھے تباہ شدہ زندگیاں اور تباہ شدہ خاندان بھی پائے جاتے ہیں۔ میں ںے یوکرین سے جان بچا کر نکلنے والی خواتین اور بچوں سے ملاقات کی جنہوں نے محض سفری تھیلے اٹھا کر اپنے گھر چھوڑ دیے جو ان کا واحد ٹھکانہ تھے۔ ہمارے مابین سنجیدہ بات چیت ہوئی۔
میں نے ایک لڑکی سے بات کی جس کے ساتھ اس کا چھ سالہ بھائی بھی تھا جو آٹزم کا شکار ہے اور کینسر سے لڑ رہا ہے۔ ان کی والدہ نے انہیں زندگیاں بچانے کے لیے یوکرین سے فرار ہونے میں مدد دی لیکن روس کی جنگ کے باعث اب اس کے بھائی کو وہ نگہداشت میسر نہیں رہی جس کی اسے اشد ضرورت ہے۔
میری ایک اور خاتون سے بات ہوئی جو اپنے آٹھ سالہ بھائی کے ساتھ اوڈیسا سے جان بچا کر آئی تھی۔ ان کا والد یوکرین میں ہی رہ گیا تھا جس نے انہیں فرار کی رات بتایا کہ ان کے اپارٹمنٹ کے قریب بمباری ہو رہی ہے اور اگر وہ اپنا گھر نہ چھوڑتے تو ہلاک ہو سکتے تھے۔
میں جس تیسری خاتون سے ملی اس نے مجھے بتایا کہ اسے سفر کرنا پسند تھا لیکن اس نے کبھی یہ نہیں سوچا تھا کہ اگلے سفر میں اسے اپنی جان بچا کر نکلنا ہو گا۔ جب میں نے اس سے پوچھا کہ وہ کہاں سے تعلق رکھتی ہے تو اس نے اپنا تعارف کرانا شروع کیا اور پھر اس نے اپنی بات روک دی۔ اس کی آںکھوں میں آنسو تھے اور اس نے مجھے کہا "میں معذرت چاہتی ہوں، میں نہیں جانتی یہ بات کیسے کہوں، آیا میں کیئو میں رہتی ہوں یا آیا میں کیئو میں رہتی تھی۔" اسے احساس ہو رہا تھا کہ اس نامعقول جنگ کے باعث کیسے اس کی زندگی تبدیل ہو کر رہ گئی تھی۔
یہ 10 ملین سے زیادہ لوگوں میں سے تین کی داستان ہے جن میں چھ ملین اندرون ملک بے گھر ہو چکے ہیں جبکہ چار ملین یوکرین چھوڑ چکے ہیں۔ چار ملین لوگوں کا مولڈووا، رومانیہ، پولینڈ، سلواکیہ اور ہنگری سمیت خطے کے دیگر ممالک اور دنیا بھر کی فراخ دلی پر انحصار ہے جو تحفظ کی تلاش میں یوکرین چھوڑنے والے تمام لوگوں کا خیرمقدم کر رہے ہیں اور انہیں مدد دے رہے ہیں۔ یوکرین کے ہمسایہ ممالک دوسری عالمی جنگ کے بعد یورپ میں مہاجرین کا سب سے بڑا بحران جھیل رہے ہیں۔ میں ان ممالک کو بتانا چاہتی ہوں کہ امریکہ کی صورت میں ان کے پاس ایک پُرعزم شراکت دار موجود ہے۔
اسی لیے امریکہ نے حالیہ دنوں اعلان کیا ہے کہ ہم یوکرین میں روس کی جنگ اور دنیا بھر میں اس جنگ کے بدترین اثرات جھیلنے والے لوگوں کو انسانی امداد دینے کے لیے ایک بلین ڈالر کی نئی مالی مدد مہیا کرنے کو تیار ہیں۔ اسی لیے ہم یوکرین کے 100,000 تک لوگوں اور روس کی جارحیت سے جان بچا کر آنے والے دیگر افراد کا امریکہ میں خیرمقدم کر رہے ہیں۔ ہم یوکرین کے لوگوں اور پیوٹن کے تشدد سے جان بچا کر آنے والے تمام افراد کی مدد کے لیے امدادی کوششوں میں تعاون جاری رکھیں گے۔
تاہم میں نے مولڈووا اور رومانیہ میں جتنی تکلیف دہ داستانیں سنی ہیں، بعض اتنی ہی تکلیف دہ کہانیاں کبھی سامنے نہیں آئیں گی۔ یہ ان لوگوں کی داستانیں ہیں جنہیں ہم نے بوچا سے سامنے آنے والی تصاویر میں دیکھا ہے۔ ہم سب یہ ہولناک تصویریں دیکھ چکے ہیں۔ بے جان جسم سڑکوں پر پڑے ہیں جنہیں بظاہر گرفتاری کے بعد فوری طور پر ہلاک کیا گیا اور ان کے ہاتھ پشت پر بندھے تھے۔ ہم ان تصاویر کے ذریعے سامنے آںے والے واقعات کی غیرجانبدارانہ تصدیق کر رہے ہیں اور میں اس کونسل کو یاد دلاؤں گی کہ اس وقت دستیاب اطلاعات کے مطابق امریکہ اس نتیجے پر پہنچا ہے کہ روس کی افواج کے ارکان نے یوکرین میں جنگی جرائم کا ارتکاب کیا ہے۔
بوچا کی تصاویر سامنے آنے سے پہلے بھی صدر زیلنسکی اور خطے کے دیگر رہنما بتا رہے تھے کہ بچوں کو بھی اغوا کیا جا رہا ہے اور آج ہم نے ان کی زبانی یہ سنا۔ شہروں کے میئر، ڈاکٹر، مذہبی رہنما، صحافی اور روس کی جارحیت کو للکارنے والے تمام دیگر لوگوں کو بھی اغوا کیا جا رہا ہے۔ میریوپول سٹی کونسل کی اطلاعات سمیت مصدقہ معلومات کے مطابق ان میں سے بعض کو "فلٹریشن کیمپوں" میں لے جایا جا رہا ہے جہاں اطلاعات کے مطابق روس کی افواج یوکرین کے لاکھوں شہریوں کو یوکرین سے روس میں بھیج رہی ہیں۔
اطلاعات سے اندازہ ہوتا ہے کہ رشین فیڈرل سکیورٹی کے اہلکار لوگوں کے پاسپورٹ اور شناختی دستاویزات ضبط کر رہے ہیں، ان کے سیل فون قبضے میں لے رہے ہیں اور خاندانوں کو ایک دوسرے سے الگ کر رہے ہیں۔ میں یہ بات نہیں کہنا چاہتی کہ یہ نام نہاد "فلٹریشن کیمپ" کس چیز کی یاد دلاتے ہیں۔ یہ خوفناک صورتحال ہے اور ہم اس سے نگاہیں نہیں چرا سکتے۔
ہم روزانہ روس کی جانب سے انسانی حقوق کی پہلے سے بڑھ کر پامالی دیکھتے ہیں۔ اسی لیے کل میں نے اعلان کیا کہ یوکرین اور اقوام متحدہ کے بہت سے دیگر رکن ممالک کے اشتراک سے امریکہ اقوام متحدہ کی انسانی حقوق کونسل سے روس کی معطلی چاہے گا۔
انسانی حقوق کی خلاف ورزی کے بڑھتے ہوئے ثبوتوں کی موجودگی میں روس کے پاس ایسے ادارے میں کوئی عہدہ نہیں ہونا چاہیے جس کا بنیادی مقصد ہی انسانی حقوق کے احترام کو فروغ دینا ہے۔ یہ محض انتہائی درجے کی منافقت ہی نہیں بلکہ خطرناک صورتحال بھی ہے۔ روس انسانی حقوق کونسل میں اپنی رکنیت کو اس پروپیگنڈے کے لیے استعمال کر رہا ہے کہ روس کو انسانی حقوق کی جائز طور سے فکر ہے۔ درحقیقت ہم آج یہاں ایسا ہی کچھ پروپیگنڈہ سنیں گے۔ میں جانتی ہوں اور میں اس جھوٹ کا جواب دے کر اسے معتبر نہیں کروں گی بلکہ صرف اتنا کہوں گی کہ ہم روس کے نمائندے کی جانب سے جو بھی جھوٹ سنتے ہیں وہ اس امر کا مزید ثبوت ہوتا ہے کہ ان کا انسانی حقوق کونسل سے کوئی تعلق نہیں ہے۔

धन्यवाद, अध्यक्ष महोदया। सबसे पहले मैं मार्च के महीने में सफल अध्यक्षता के लिए संयुक्त अरब अमीरात और राजदूत नुसेबेह को धन्यवाद देती हूं। अध्यक्ष महोदया, जब आप सुरक्षा परिषद की अध्यक्षता का अपना कार्यकाल शुरू कर रही हैं, मैं आपके नेतृत्व के लिए और आज यूक्रेन पर इस महत्वपूर्ण चर्चा के आयोजन के लिए ब्रिटेन को धन्यवाद देना चाहती हूं। मैं महासचिव को उनके वक्तव्य के लिए, और अन्य वक्ताओं को भी धन्यवाद देना चाहती हूं। और मैं राष्ट्रपति ज़ेलेंस्की का गर्मजोशी भरा स्वागत करना चाहूंगी। हाल ही में हमारी कांग्रेस को उनके संबोधन ने मुझे बेहद प्रभावित किया, और आज जब उन्हें और यूक्रेन को गंभीर परिस्थितियों का सामना है, ऐसे में उनकी उपस्थिति से हम वास्तव में सम्मानित महसूस कर रहे हैं।
अध्यक्ष महोदया, कल रात, मैं मोल्दोवा और रोमानिया की यात्रा से लौटी हूं। मैंने अपनी आंखों से रूस के अन्यायपूर्ण युद्ध के कारण उत्पन्न शरणार्थी संकट को देखा। मैंने उन शरणार्थियों से बात की जिन्होंने मुझे घर वापसी की अपनी इच्छा का ज़िक्र किया। हम सभी ने बमबारी से ध्वस्त इमारतों की तस्वीरें टीवी पर देखी हैं। लेकिन जो बात हमारे सामने नहीं आ पाई वो ये कि उन ध्वस्त इमारतों के पीछे बर्बाद ज़िंदगियां और नष्ट हुए परिवार मौजूद हैं। मैं उन महिलाओं और बच्चों से मिली जिन्हें यूक्रेन से पलायन करना पड़ा है, जिन्होंने थैलों में अपना जीवन समेटकर अपने एकमात्र घर को छोड़ दिया। और उनकी बातें हृदयस्पर्शी थीं।
एक युवती जिससे मेरी बात हुई, वह अपने छह वर्षीय भाई के साथ आई थी, जिसे ऑटिज़्म है और जो कैंसर से जूझ रहा है। उनकी अकेली मां ने जान बचाने के लिए भागने में उनकी मदद की, लेकिन रूस के हमले ने उसके भाई की देखभाल को बाधित कर दिया, जिसकी कि उसे सख़्त ज़रूरत है।
एक और महिला जिससे मैंने बात की, वह अपनी आठ साल की बच्ची के साथ ओडेसा से भागकर आई थी। पीछे रुक गए पिता ने उन्हें बताया कि उसी रात उनके अपार्टमेंट के ठीक बगल में गोलाबारी हुई थी — और पलायन नहीं करने की स्थिति में उनकी मौत भी हो सकती थी।
एक तीसरी महिला जिससे मैं मिली, उसने मुझसे कहा कि उसे यात्रा करना पसंद है, लेकिन उसने कभी नहीं सोचा था कि उसकी अगली यात्रा अपनी जान बचाने के लिए होगी। जब मैंने उससे पूछा कि वह कहां से है, तो उसने बोलना शुरू किया, और फिर उसकी आंखें भर आईं और वह रुक गई और कहा, "माफ़ करें। मुझे नहीं पता कि कैसे कहूं: कि मैं कीएव में रहती हूं, या फिर मैं कीएव में रहती थी। उसी पल उसे अहसास हो रहा था कि इस निरर्थक युद्ध के कारण उसका जीवन कितने नाटकीय रूप से बदल चुका है।
ये 10 मिलियन से अधिक लोगों में से तीन की कहानियां हैं – आंतरिक रूप से विस्थापित छह मिलियन लोग, और यूक्रेन से पलायन कर चुके चार मिलियन लोग। ये चार मिलियन लोग ऐसे हैं जिन्होंने मोल्दोवा, रोमानिया, पोलैंड, स्लोवाकिया, हंगरी और क्षेत्र के अन्य देशों तथा दुनिया की उदारता पर भरोसा किया है कि वे सुरक्षा की तलाश में यूक्रेन छोड़ने वाले सभी लोगों का स्वागत और समर्थन करेंगे। यूक्रेन के पड़ोसी देश द्वितीय विश्वयुद्ध के बाद के यूरोप के इस सबसे बड़े शरणार्थी संकट का बोझ उठा रहे हैं। और मैं चाहती हूं कि इन देशों को मालूम रहे कि अमेरिका के रूप में उनका एक प्रतिबद्ध साझेदार मौजूद है।
और यही कारण है कि अमेरिका ने हाल ही में घोषणा की है कि हम यूक्रेन में रूस के युद्ध और दुनिया भर में इसके गंभीर प्रभावों से प्रभावित लोगों की मानवीय सहायता हेतु एक बिलियन डॉलर से अधिक की नई फ़ंडिंग प्रदान करने के लिए तैयार हैं। और यही कारण है कि हम रूस की आक्रामकता से बचकर भाग रहे 100,000 यूक्रेनियों और अन्य लोगों को शरण देंगे। हम यूक्रेन के लोगों और पुतिन की हिंसा के कारण भागे अन्य लोगों की सहायता हेतु मानवीय प्रयासों में मदद करना जारी रखेंगे।
मोल्दोवा और रोमानिया में मैंने दिल दहला देने वाली कहानियां सुनीं, लेकिन कुछ ऐसी कहानियां भी हैं जो हमें कभी सुनने को नहीं मिलेंगी: उन लोगों की कहानियां जिन्हें हमने बुचा की तस्वीरों में देखा है। हम सभी ने इन भयावह तस्वीरों को देखा है। सड़कों पर पड़े बेजान शरीर, ज़ाहिर तौर पर जिन्हें कोई मौक़ा दिए बिना मार डाला गया, क्योंकि उनके हाथ पीठ के पीछे बंधे हुए थे। जहां हम इन तस्वीरों में दर्शाई गई घटनाओं की स्वतंत्र रूप से पुष्टि करने का प्रयास कर रहे हैं, मैं इस परिषद को बताना चाहूंगी कि वर्तमान में उपलब्ध जानकारी के आधार पर, अमेरिका का आकलन ये है कि रूस के सैनिकों ने यूक्रेन में युद्धापराध किए हैं।
और बुचा की छवियों को देखने से पहले ही, राष्ट्रपति ज़ेलेंस्की, और क्षेत्र के अन्य लोग बता रहे थे कि बच्चों का अपहरण किया जा रहा है – और हमने आज भी उनसे ये बात सुनी। इसके अलावा मेयरों, और डॉक्टरों, धार्मिक नेताओं, पत्रकारों, और उन सारे लोगों को भी अगवा किया गया है, जिन्होंने रूस की आक्रामकता का विरोध करने की हिम्मत की। विश्वसनीय रिपोर्टों – मारियुपोल सिटी काउंसिल सहित – के अनुसार उनमें से कुछ को तथाकथित "छंटाई शिविरों" में ले जाया गया है, जहां से रूसी सेना कथित तौर पर हज़ारों यूक्रेनी नागरिकों को रूस भेज रही है।
रिपोर्टों से संकेत मिलता है कि रूसी संघीय सुरक्षा एजेंट पासपोर्ट और आईडी ज़ब्त कर रहे हैं, सेलफ़ोन छीन रहे हैं, और परिवारों को एक दूसरे से अलग कर रहे हैं। मुझे यह बताने की ज़रूरत नहीं है कि ये तथाकथित "छंटाई शिविर" किस बात की याद दिलाते हैं। ये सब भयावह है और हम इससे मुंह नहीं मोड़ सकते।
हर दिन, हमें अधिकाधिक दिख रहा है कि रूस मानवाधिकारों का कितना कम सम्मान करता है। और इसीलिए मैंने कल घोषणा की है कि यूक्रेन और संयुक्तराष्ट्र के कई अन्य सदस्य देशों के साथ समन्वय में अमेरिका संयुक्तराष्ट्र मानवाधिकार परिषद से रूस के निलंबन की मांग करेगा।
बड़ी संख्या में जमा होते सबूतों को देखते हुए, रूस एक ऐसे निकाय में प्राधिकार वाली स्थिति नहीं होना चाहिए जिसका उद्देश्य ही है मानवाधिकारों के सम्मान को बढ़ावा देना। यह न केवल पाखंड की पराकाष्ठा है, बल्कि यह ख़तरनाक भी है। रूस मानवाधिकार परिषद में अपनी सदस्यता का उपयोग दुष्प्रचार के लिए एक मंच के रूप में कर रहा है ताकि वह ये दिखा सके कि उसे मानवाधिकारों की वैध चिंता है। वास्तव में, हमें आज यहां उस दुष्प्रचार की बानगी सुनने को मिलेगी, मुझे पता है, और मैं प्रतिक्रिया देकर उनके झूठ को भाव देने का काम नहीं करूंगी – मैं केवल यह कहना चाहूंगी कि रूसी प्रतिनिधि से हम जो भी झूठ सुनते हैं वह इस बात के सबूतों को बढ़ाते हैं कि वे मानवाधिकार परिषद में रहने लायक़ नहीं हैं।
संयुक्तराष्ट्र के एक सौ चालीस सदस्य देशों ने रूस के अकारण के युद्ध और यूक्रेन के लोगों के लिए उसके द्वारा निर्मित मानवीय संकट की स्थिति को लेकर उसकी निंदा के लिए मतदान किया है। आप सभी के लिए मेरा संदेश ये है: समय आ गया है कि हम उन शब्दों के अनुरूप कार्रवाई करें और दुनिया को दिखाएं कि हम ज़िम्मेदारी के साथ काम कर सकते हैं। और मैं राष्ट्रपति ज़ेलेंस्की के विचार से सहमत हूं कि मौजूदा क्षण में ज़िम्मेदार वैश्विक शक्तियों और नेताओं को थोड़ी दृढ़ता दिखाने तथा यूक्रेन और दुनिया के खिलाफ़ रूस द्वारा निर्मित ख़तरनाक और अकारण के ख़तरे के विरुद्ध खड़ा होने की आवश्यकता है।
महासचिव ने कहा है कि इस ख़तरे का सामना करना सुरक्षा परिषद की ज़िम्मेदारी है। ऐसा है। लेकिन यह संयुक्तराष्ट्र के नेताओं और दुनिया भर के नेताओं – महासभा में मौजूद प्रत्येक सदस्य राष्ट्र – की भी ज़िम्मेदारी है। कोई भी रूस की आक्रामकता का बचाव नहीं करेगा। रूस को मानवाधिकार परिषद से निलंबित करना एक ऐसा काम है जिसे हम महासभा में सामूहिक रूप से करने की शक्ति रखते हैं। हमारे वोट वास्तविक बदलाव ला सकते हैं।
मानवाधिकार परिषद में रूस की भागीदारी परिषद की विश्वसनीयता को दागदार करती है। यह पूरे संयुक्तराष्ट्र को कमज़ोर करती है, और ऐसा बिल्कुल नहीं होना चाहिए। आइए हम मिलकर सही काम करें और यूक्रेनी लोगों का साथ दें। आइए हम यह क़दम उठाएं ताकि उन्हें अपनी ज़िंदगी को फिर से खड़ा करने में मदद मिल सके। और आइए हम राष्ट्रपति ज़ेलेंस्की के साहस की बराबरी करें, जिनकी आज हमारे बीच मौजूदगी हमारे लिए कितने सम्मान की बात है।
