The presidential race may be swallowing up all the oxygen right now, but down-ballot contests are what hold the potential to define politics for the next decade. If Democrats win in heavily gerrymandered districts in North Carolina, Pennsylvania, Arizona, Iowa, Minnesota, Michigan and even Texas, they could redefine electoral districts and take back control lost to Republicans in 2010. "If you want to rebuild the Democratic Party and if you want to rebuild democracy in the United States, you have to win back state legislatures," said Jessica Post, the president of the Democratic Legislative Campaign Committee.
