Решение запустить этот комплексный, предметный и энергичный процесс было принято в июне Президентом Байденом и Президентом Путиным. Американскую делегацию возглавляла Заместитель Государственного секретаря Уэнди Шерман, а российскую делегацию – Заместитель Министра иностранных дел Сергей Рябков. Дискуссия была насыщенной и содержательной. Делегации договорились сформировать две межведомственные рабочие группы экспертов: Рабочую группу по принципам и задачам будущего контроля над вооружениями и Рабочую группу по потенциалам и действиям, способным иметь стратегический эффект. Делегации также условились, что рабочие группы проведут встречи, за которыми последует третье пленарное заседание.
